جاء هذا البحث في وقت يتعاظم فيه دور القيادات التعليمية لما لها من أثر في تجديد وتطوير العملية التعليمية في ضوء المتغيرات التي يشهدها العصر، حيث أصبح التجديد والتطوير واكتساب المعارف والمهارات هو الشغل الشاغل للقادة وخبراء الإدارة التعليمية خصوصاً وأن القيادة التعليمية اليوم بأساليبها وأنماط سلوكها لم تعد تصلح لمسايرة المجتمع المتحرك الدائم التغيير فأصبح ضرورياً أن تطور القيادة من نفسها، وأن تأخذ بمفاهيم وأساليب جديدة، وهذا ما يسعى إليه هذا البحث عن طريق استخدام نظام جديد في تدريب وتطوير وتنمية القيادات التعليمية حتى يتماشى مع هذه المتغيرات ويعتمد على وسائل الاتصال الحديثة لمواكبة ثورة المعلومات التي فرضتها هذه المتغيرات.
يستخدم البحث الحالي المنهج الوصفي، وذلك للتعرف على مواصفات وواجبات القيادات التعليمية وأساليب اختيارها وأهم المهارات اللازمة للقيادة الفعالة وواقع تدريبها ومعوقات عملية التدريب القائمة وكذلك واقع التعليم عن بعد ومبررات استخدامه وأهم الوسائل المستخدمة فيه، وقد استعان الباحث بأدوات تساعده في بحثه وتتمثل هذه الأدوات في الزيارات الميدانية والمقابلات الشخصية والاستبيان.
