تبقى مشكلة المياه في الشرق الأوسط مشكلة قائمة، نظراً لندرة المياه في المنطقة بسبب الظروف الطبيعية وخاصة إذا ما علمنا أن أغلب منطقة الشرق الأوسط ذات مناخ جاف وشبه جاف، مضافاً إليها الزيادة السكانية الكبيرة التي طرأت على المنطقة، والتي شكلت بدورها ضغطاً على المياه نتيجة لزيادة الطلب المستمر عليها، ومما يزيد بقاء هذه المشكلة هو الإسراف ووجود الإدارة الغير جيدة للمياه حيث كثرة الهدر والإسراف للمياه في مختلف الإستخدامات.
وتتميز مشكلة المياه في منطقة الشرق الأوسط أيضاً كونها مشكلة معقدة التركيب ويعود ذلك في رأي الباحث إلى تداخل المفاهيم السياسية مع المفاهيم الفنية، مما جعل غلبة المواقف السياسية على الجوانب الفنية في مشكلة المياه، وتأخر وضع الحلول لها، بمعنى آخر أن شأن المياه تتداخل فيه العوامل الإقتصادية والسياسية والإقليمية والدولية، وتتعارض بسببه المصالح الحيوية في ظل نوع من المنافسة على المنطقة.
اقتصر البحث على "مشكلة المياه في الشرق الأوسط" لأن الأمن المائي العربي يتمثل في وادي النيل وبلاد الشام والعراق، فالأمن المائي والأمن الغذائي منه على وجه الخصوص تبقى في هذا الجزء من الوطن العربي ومن وجهة النظرة الإستراتيجية.
ومما يزيد في مسؤولية هذا البحث أن موضوع المياه أصبح جزء من السياسات الرسمية للبلدان العربية، وللدول الأخرى في الشرق الأوسط، بل أصبح أيضاً موضوع الإهتمام العالمي.
