لم يشكل الاستحواذ التركي على نهر الفرات المخاطر المباشرة على حقوق العرب المائية فحسب، بل زادته الأطماع الصهيونية في نهر الفرات أيضاً. وقد تجسد ذلك في الرؤى المشتركة مع تركيا للعديد من الأفكار المرتبطة (بقضية المياه) سواء ما يتعلق (بحل مشكلة المياه) أو في (نقل المياه وبيعها)، أو (الانتفاع الأمثل للمياه) أو الموقف المنسجم من (الشرق أوسطية) مما أوصل الطرفين: (تركيا والكيان الصهيوني) إلى (التحالف الستراتيجي) حيث شكلت المياه أحد بنود هذا التحالف.
إن هذا البحث سيطرح (مشكلة المياه في نهر الفرات) كونها مشكلة قائمة وتحتاج إلى حل. كما سيطرح البحث أيضاً الأطماع الصهيونية في نهر الفرات. حيث يهدف هذا البحث إلى كشف مخاطر السلوك التركي والصهيوني في التعامل مع قضية المياه.. لذا جاء البحث ليناقش الادعاءات التركية في تصرفها بمياه نهر الفرات واستمرارها بإنشاء العديد من السدود والخزانات عليه، كما يهدف أيضاً إلى الكشف عن الأغراض من الأطماع الصهيونية في نهر الفرات.
إن ما يجب أن تدركه تركيا أن العرب لا يخفي عليهم معرفة حقيقة أهداف سياستها المائية وتطبيقاتها على نهر الفرات.
كما يدرك العرب أيضاً مغزى التدخل الأمريكي والصهيوني في دعم تركيا لتنفيذ سياستها المائية، لذا فالموقف العربي يؤكد أن التزام تركيا بقواعد القانون الدولي، وإقرارها مبدأ (قسمة مياه نهر الفرات) يعد خطوة متقدمة لإرساء أفضل الوسائل لترسيخ التعاون بين الدول المتشاركة...
