تعد هيئة النزاهة إحدى الأجهزة التي أُسست في العراق في إطار جهود منع الفساد ومكافحته التي أنشأت بموجب القانون التنظيمي الصادر عن مجلس الحكم (المنحل) الملحق بأمر سلطة الإئتلاف المؤقتة (المنحلة) المرقم 55 لسنة 2004، الذي تم إلغاؤه بصدور قانون جديد لهيئة النزاهة المرقم 30 لسنة 2011.
وتعمل هيئة النزاهة على المساهمة في منع الفساد ومكافحته، وإعتماد الشفافية في إدارة شؤون الحكم على جميع المستويات، وتملك جملة من الصلاحيات والمهام الواسعة التي تنجسم مع كافة المراحل التي تتسلسل فيها جهود مكافحة الفساد إبتداءً من التحقيق بجرائم الفساد بواسطة محققين يعملون بإشراف قضاة التحقيق، ومروراً بأعداد برامج عامة للتوعية من مخاطر الفساد وتنمية ثقافة في القطاعين العام والخاص تقدر الإستقامة والنزاهة وإحترام أخلاقيات الخدمة العامة وإعتماد الشفافية والخضوع للمساءلة والإستجواب، ولها إعداد مشروعات قوانين تسهم في مكافحة الفساد، وإلزام المسؤولين بالكشف عن ذممهم المالية، وإصدار لوائح السلوك الخاصة بموظفي الدولة، إنتهاءً بالقيام بأي عمل يساهم في مكافحة الفساد أو الوقاية منه.
