إن قيام مدرسة في بيروت القديمة لتدريس الحقوق ليس موضوعاً جديداً، أو مادة أعرض عنها المؤرخون وعلماء الآثار غير أن معظم الدراسات السابقة لم تستوفي غايتها، وتحقق أهدافها. وفي هذا الكتاب يلقي المؤلف الضوء على مدرسة بيروت للحقوق، فيعرض لولادتها والإطار الجغرافي والتاريخي إذ قامت في بيروت واستمر نشاطها من حوالي السنة 196م، وربما قبلها حتى الزلزال الذي ضربها سنة 551م. وقد قيل أن أول من المح إلى مدرسة بيروت هو الشاعر جوفنال في أوائل القرن الثاني. والحقيقة أن الكلام على مدرسة بيروت والثناء عليها والإشادة بها بدأ يلوح اعتباراً من القرن الميلادي الثالث.
كما يشير المؤلف إلى موقع المدرسة في البقعة التي تبدأ عند كاتدرائية مار جرجس المارونية ثم بكر بكاتدرائية مار جرجس للروم الأرثوذكس لتصل إلى ساحة النجمة حيث حالياً مجلس النواب اللبناني، ويشير المؤلف إلى أساتذة هذه المدرسة وطريقة تعيينهم وعددهم وطلابها ومناهجها. وتلي الكتاب نبذة من سيرة شيشرون، الذي اخترع مهنة المحاماة.
