تعتبر ممارسة الديمقراطية من أهم القضايا الفكرية التي شغلت بال المفكرين والمنظرين من أجل ممارسة الحرية، كما شغلت الأمم والشعوب الساعية إلى ممارستها بكل إرادة، ولهذا فقد تطرق إليها كثير من الباحثين في مختلف المجالات السياسية والاقتصادية والاجتماعية، وتعددت المذاهب والمدارس الفلسفية بشأنها.
لقد تعددت الآراء ووجهات النظر مع تعدد المذاهب الفكرية والفلسفية من أجل إيجاد أسلوب يمكن الناس من ممارسة الحرية بكل ديمقراطية. ونتيجة لهذه التعددات تباينت وجهات النظر حولها ما جعل البعض مؤيداً والبعض معارضاً والبعض الآخر في حالة انتظار، ولهذا ما زالت الشعوب تناضل من أجل ممارسة الديمقراطية.
ومن أهم الشعوب التي حاولت إيجاد صورة عملية لممارسة الديمقراطية الشعب الأثيني الذي دفعها في اتجاه حكم الشعب نفسه بنفسه إلا أن ممارسة الحرية كانت لأقلية من سكانها حيث حرمت المرأة وكبار السن والمعوقُون والعبيد من ممارستها.
وقد تطورت فكرة نظام الحكم بشكلها الديمقراطي بعد ذلك في باقي المعمورة وبالأخص في أوروبا، حيث ظهرت أساليب متعددة من الديمقراطية تحت لواء النظام الرأسمالي، وتحت لواء النظام الماركسي اللذين أوجدا صراعاً سياسياً واقتصادياً واجتماعياً بين من يملك ومن لا يملك، وبين طبقة حاكمة وطبقة محكومة ، ولتبيان ذلك وكشف العلل والأسباب الكامنة وراء كل منهما تقدم الباحثة بحثها هذا الذي شخّص الحالة، وتمكّن من بلوغ استنتاجات موضوعية.
وبناء على ما تقدم فإن الشعوب لم تصل إلى حل المشكل السياسي (مشكلة الديمقراطية) فاستمرت في نضالها ضد الحكم الفرد وحكم الطبقة وحكم الأسرة والإقطاع إلى أن وصلت إلى إيجاد صيغة فكرية (تنظيراً وممارسة) في عصر الجماهير الذي تزعمه معمر القذافي، وفكره الجماهيري أوجد صيغة تمكن الشعوب من ممارسة حريتها بكل إرادة وبدون أي إنابة أو تمثيل، إنها الديمقراطية المباشرة التي تم تناولها في الفصل الثاني.
هذا ولم تغفل الباحثة عن حطوات البحث العلمي وأساليبه ما جعلها متصدرة لهذه الرسالة في الفصل الأول من البحث.
