ينبني هذا الكتاب على مقولة مفادها أن "الديمقراطية" نظام كفر يحرم أخذها أو تطبيقها أو الدعوة إليها" وفي هذا السياق يحاول مؤلف الكتاب "عبد القديم زلوم" تقديم الدليل على أن الديمقراطية التي سوقها الغرب، لا علاقة لها بالإسلام، لا من قريب، ولا من بعيد، وبأنها تتناقض مع احكام الاسلام تناقضاً كلياً في الكليات وفي الجزئيات، وفي المصدر الذي جاءت منه، والعقيدة التي انبثقت عنها، والأساس الذي قامت عليه، وفي الأفكار والأنظمة التي أتت بها...
وفي طريقه إلى شرح فكرته ينبش المؤلف في تاريخ حكام أوربا الذين استغلوا البشر باسم الدين، والصراع الذي دار بين الفلاسفة والمفكرون وبين الكنيسة، ليثبت لنا أن الديمقراطية جاءت للرد على هؤلاء الحكام من أجل تحقيق سيادة الشعب، وممارسة إرادته، وتسييرها بنفسه بمنتهى الحرية، دون ضغط إو إكراه. وبهذه الحال تصبح الديمقراطية كنظام هي من صنع البشر، ولا علاقة بها بوحي أو دين "أما الإسلام فانه تعالى: (وما ينطبق عن الهوى إن هو إلا وحي يوحى(...) والحاكم فيه الذي يرجع إليه في إصدار الأحكام إنما هو الله سبحانه أي الشرع، وليس العقل، وعمل العقل قاصر على فهم نصوص ما أنزل الله.
قال تعالى: "إن الحكم إلا لله..." وعلى هذا تصبح الديمقراطية برأي المؤلف ليست أحكاماً شرعية بل وجهة نظر في الحياة، وتشريع للدساتير والأنظمة والقوانين، أما "الشورى" والأمر بالمعروف والنهي عن المنكر، محاسبة الحكام، أحكام شرعية، شرعها الله سبحانه وتعالى، وأمر المسلمين بأخذها والتقيد بها وتنفيذها في الحياة والدولة والمجتمع.
