لَمّا كان الإسلام الذي أرسل الله تعالى به محمداً صلى الله عليه وسلم نظاماً للحياة، ورسالة للعالم، كان لا بد له من دولة تطبّقه وتحمله إلى العالم، وقد جعل الإسلام هذه الدولة "دولة خلافة"، وجعلها شكلاً مميزاً، وطرازاً فريداً، يختلف عن جميع أشكال الدولة في العالم: في أركانها التي تقوم عليها، وجهازها الذي تتكون منه، ودستورها، وقوانينها المأخوذة من كتاب الله عزّ وجلّ وسنّة رسوله صلى الله عليه وسلم، التي يجب على الخليفة، وعلى الأمّة، الإلتزام بها، وتطبيقها، والتقيّد بأحكامها، لأنّها من شرع الله تعالى، وليس من تشريع البشر.
وقد أناط "الإسلام" بدولة الخلافة أن تقوم برعاية شؤون الأمة، وأناط بها القيام بإدارة الأموال الواردة للدولة، وإنفاقها، حتى تتمكن من الرعاية، ومن حمل الدعوة، وقد بيّنت الأدلة الشرعية موارد الدولة الماليّة، وأنواعها، وكيفية تحصيلها، كما بيّنت مستحقّيها، وجهات صرفها.
وعليه، تناول المؤلف في هذا الكتاب الأموال في دولة الخلافة وأحكامها، وبيّن مواردها، وأنواعها، وعلام تؤخذ، ومِمّنْ تؤخذ، وأوقات استحقاقها، وكيفية تحصيلها، والجهة التي تُحاز وتُحفظ فيها، كما بيّنا مستحقّيها، وأوجه صرفها.
ولمّا كان ضبط هذه الأموال، وتحصيلها، يستلزم معرفة الأطوال، والمساحات، والمكاييل، والأوزان، تعرّض المؤلف لما يلزم من ذلك على وجه يبيّن واقعها، ويرفع الجهالة عنها.
