قيل لنا مراراً وتكراراً إنّ العالم يزداد تعقيداً ويصعب فكّ رموزه، إنّ النّظام الذي ساد إبّان الحرب الباردة أعقبه إضطراب جيوسياسيّ جديد يُهدِّد بالإنزلاق نحو "الفوضى".
فضُعْف الولايات المتحدة، وظهور عمالقة إقتصاد جُدد، والبروز المفاجئ لما يُسمّى بـِ "الدّول المارِقة" ولمنظّمات إرهابيّة خارجة على السيطرة، كلّها مسائل تُثير القلق وتغذّي الحنين أحياناً لنظامٍ قديم لم يعرف في أيّ وقت من الأوقات الإستقرار الذي يُنسب إليه.
في هذا الكتاب المفصليّ، يتخلّى برتران بادي نهائياً عن التفسيرات السهلة أو المتوافَق عليها، وهو يذكِّرنا بأنّنا "لم نَعُد وحدَنا في العالَم"، وأنّ الوقت حان لكي نتخلّص من التصنيفات الذهنيّة للحرب الباردة، والتوقّف عن التعامل مع كلّ الذين يُعارضون نظرتنا إلى النظام الدوليّ وكأنّهم "منحرفون" أو "برابرة".
إنّه يُخاطِب بقوّةٍ دبلوماسيّةَ الدّول الغربيّة التي ترغب بالإستمرار في حُكْم العالَم بعكس مسار التاريخ، وعلى وجه الخصوص دبلوماسيّة فرنسا التي غالباً ما تتأرجح بين الغطرسة والتردّد والغموض.
تُعاني لُعبة القوّة من التأزّم، لم يَعُد بإمكان النّظام الدوليّ الخضوع لتحكّم نادٍ صغير من الأوليغارشيّين الذين يستبعدون الضعفاء، ويتنكّرون لمتطلّبات المجتمعات، ويتجاهلون المطالبات بالعدالة التي تنبثق عن عالمٍ جديد تتزايد فيه الجهات الفاعلة وتتنوّع، وتكون أكثر تحسّساً إزاء أيّ نهجٍ تعسّفي، لهذا السبب، يُقدّم هذا الكتاب منطلقاتٍ للتفكير بنظامٍ دوليّ عادل، أو أقلّ ظُلماً.
برتران بادي هو أستاذ العلاقات الدّولية في معهد العلوم السياسية في باريس، صدر له العديد من المؤلّفات التي تُعتبر مرجعاً في العلاقات الدّولية، وقد تُرجِم معظمها إلى اللّغة العربية، من آخر إصداراته: "الدبلوماسي والدخيل" (2008)، "دبلوماسية التواطؤ" (2011)، "عجز القوة" (2004، أُعيدت طباعته 2014)، "زَمَن المَذلولين" (2014)، شارك في تحرير "الموسوعة العالميّة للعلوم السياسيّة" (2011).
