في العصر الحالي، وهو عصر العولمة الذي يقضي على الحواجز الاقتصادية بين دول العالم، والتقدم الهائل والتطور التقني والتكنولوجي خاصة في مجال الحاسوب والانترنت والاتصالات، أصبح من الصعب مواجهة الجريمة المنظمة بصفة عامة كجريمة غسل الأموال أو الإرهاب بصفة خاصة بالوسائل التقليدية؛ باعتبارها من الجرائم المنظمة والعابرة للحدود؛ إذ هي نشاط إجرامي تعاوني تتلاقى فيها جميع الجهود والأنشطة لخبراء المال والبنوك وخبراء التقنية الحديثة والتكنولوجيا، ومن ثم تضمنت الاتفاقيات الدولية الثنائية والمتعددة الأطراف وقوانين غسل الأموال وقوانين مكافحة الإرهاب الأحكام الموضوعية والإجرائية لمكافحة الجريمة المنظمة بعض الإجراءات التحفظية.
وقد حاولت في الكتاب أن أطوف حول تلك الجوانب الموضوعية والإجرائية، سواء في الاتفاقيات الدولية أم في القوانين الداخلية، خاصة في قانوني الإجراءات الجنائية الفرنسي والجزائري المعدلين عام 2006، وقوانين مكافحة غسل الأموال وتمويل الإرهاب في سوريا وتونس والسودان.
واتبعت في ذلك خطة بحث تضمنت الآتي: (الباب الأول: الأحكام الموضوعية للجريمة المنظمة، الفصل الأول: ماهية الجريمة المنظمة، الفصل الثاني: صور الجريمة المنظمة، الفصل الثالث: أركان المسئولية الجنائية للجريمة المنظمة، الفصل الرابع: عقوبة الجريمة المنظمة، الباب الثاني: الأحكام الإجرائية للجريمة المنظمة، الفصل الأول: سلطات مكافحة الجريمة المنظمة، الفصل الثاني: التوسع في إجراءات الاستدلال والتحقيق، الفصل الثالث: التوسع في الأوامر التحفظية، الفصل الرابع: الدعوى الجنائية في الجريمة المنظمة، الفصل الخامس: الأحكام الإجرائية للمسئولية الجنائية للشخص المعنوي، الفصل السادس: التعاون الدولي لمكافحة الجريمة المنظمة).
