شهدت مصر في الآونة الأخيرة تزايد في أعمال العنف والإرهاب بصورة لم يعرفها المجتمع المصري من قبل، وحاولت الدولة ممثلة في سلطتها التنفيذية أن تواجه هذه الظاهرة بوسائلها الأمنية المختلفة، ولكن تبين أن حجم الظاهرة أكبر، ولذلك كان على الدولة أن تبحث عن وسائل أخرى لمواجهة هذه الظاهرة الإجرامية وما كان منها إلا أن أصدرت القانون رقم 97 لسنة 1992م الذي تضمن أحكاماً موضوعية وإجرائية لمواجهة هذه الظاهرة التي تمثل شكلاً للجريمة المنظمة،
وحيث أنه من الصعب أن نتناول بالدراسة هذه الظاهرة من الناحية القانونية بمعزل عن الاطار القانوني الدولي والداخلي فقد رأينا أن تعرض بالدراسة لدور كل من القانون الجنائي الدولي والداخلي في مواجهتها. وذلك من خلال بابين:
الباب الأول: (القانون الجنائي الدولي في مواجهة الإرهاب)، ونتناول بالدراسة في هذا الباب الجهود الدولية في مواجهة جرائم الإرهاب، وسوف نخصص الفصل الأول لبحث أخم الجهود الدولية في مواجهة الإرهاب السابقة على الحرب العالمية الثانية، أما الفصل الثاني فسوف نتناول فيه الجهود الدولية لمواجهة هذه الظاهرة بعد الحرب العالمية الثانية.
الباب الثاني: (جرائم الإرهاب في القانون الوضعي)، فقد تضمن القانون رقم 97 لسنة 1993 أحكاماً موضوعية وأخرى إجرائية في شأن جرائم الإرهاب، ولذلك سوف نخصص الفصل الأول لقانون العقوبات وجرائم الإرهاب، وسنتناول بالباب الثاني لقانون الإجراءات الجنائية وجرائم الإرهاب.
