- وُلِدَ في محافظة المنوفية سنة 1900 م
- حفظ ما تيسر من القرآن الكريم ، فالتحق بالأزهر ثم بدار العلوم .
- تخرج سنة 1925 م وعمل بالتدريس مدة .
- ثم التحق بالتدريس في دار العلوم وظل بها حتى سن التقاعد .
- اختير عضوا بمجمع اللغة العربية سنة 1967 م .
- مؤلفاته :
1- النحو الوافي 4 أجزاء ضخمة ، وهو معلمة نحوية نفيسة .
2 - رأي في بعض الأصول اللغوية والنحوية
3 - اللغة والنحو بين القديم والحديث
4 - المتنبي وشوقي
5 - المطالعة الوافية ( كتاب مدرسي ، بالاشتراك مع آخرين )
6 - مقالات قليلة وكلمات ألقيت في المجمع .
- توفي سنة 1398 هـ = 1978م .

أراد المؤلف ( عباس حسن ) بهذا الكتاب عدة أشياء .. اولهما إثبات إمارة احمد شوقى في الشعر العربي ليس على شعراء عصره فقد وانما على شعراء العربية باكملها ، الرد على القائلين بأن الموازنات لا تقوم إلا بين أبناء عصر واحد فقام بتلك الدراسة الموازنة بين المتنبي وشوقي وقد اختار الأول لتصدره قائمة الشعراء والشهادة له بالتفوق والتميز ، بالاضافة إلى هذا شهادة أحمد شوقي نفسه للمتنبي وإعجابه به. تناول الباحث كافة العناصر لتقييم المقارنة بين الشاعرين متمثلة تلك العناصر في الألفاالشاعرين متمثلة تلك العناصر في الألفاظ والأمثلة والفلسفة والحكمة والأخلاق والموضوعات التى تناولها كل منهما في أشعاره.
