يتضمن هذا الكتاب قرارات القمم العربية الخاصة بقضية فلسطين ومدينة القدس المحتلة، منذ "قمة أنشاص" الأولى سنة ١٩٤٦ حتى "قمة تونس" سنة ٢٠١٩. ويسبق كل قرار، من هذه القرارات، مقدمة قصيرة تدرجه في سياقه التاريخي. كما يتضمن الكتاب قرارات القمم الإسلامية بشأن قضية فلسطين ومدينة القدس المحتلة، منذ عقد القمة الإسلامية الأولى في مدينة الرباط في أيلول/سبتمبر ١٩٦٩، رداً على قيام أحد المستوطنين اليهود المتطرفين بإحراق المسجد الأقصى، حتى القمة الرابعة عشرة الأخيرة التي عُقدت في مدينة مكة المكرمة في أيار/مايو ٢٠١٩، فضلاً عن مقتطفات من كلمات قادة عرب في بعض القمم العربية بشأن قضية فلسطين. ويتبيّن لدى الرجوع إلى هذه القرارات والكلمات أن عدداً من الدول العربية والإسلامية لم يلتزم، في أحيان كثيرة، مضامين القرارات التي أقرتها القمم العربية والإسلامية وصادق عليها، وإنما انتهج، إزاء قضية فلسطين والصراع العربي-الإسرائيلي وتجاه قضية القدس المحتلة، سياسات لا تتوافق مع هذه المضامين، بل تنكَّر، من خلال سيره على طريق تطبيع علاقاته بإسرائيل، لـ "مبادرة السلام العربية"، التي أقرتها قمة بيروت في سنة ٢٠٠٢، والتي ربطت إقامة علاقات طبيعية مع إسرائيل بانسحابها الكامل من الأراضي العربية المحتلة سنة ١٩٦٧، والتوصل إلى حل عادل لمشكلة اللاجئين الفلسطينيين يُتَفق عليه وفقاً لقرار الجمعية العامة للأمم المتحدة رقم ١٩٤، وقبول قيام دولة فلسطينية مستقلة ذات سيادة على الأراضي الفلسطينية المحتلة منذ الرابع من حزيران/يونيو ١٩٦٧ تكون عاصمتها القدس الشرقية.
