إشكالية هذا البحث يحتويها السؤال المركب التالي: لماذا بقي الصراع العربي - الإسرائيلي مفتوحاً، ولماذا أخفق السلام، وهل للسلام مستقبل؟
لقد دخلنا في مرحلة "نزع الاستعمار" منذ عقود جديدة، بعد أن حصلت كل شعوب المستعمرات وأشباه المستعمرات في آسيا وأفريقيا على استقلالها السياسي، وإن ما زالت تكافح من أجل استقلالها الاقتصادي، وزال، منذ اكثر من عقد، آخر نظام للتمييز العنصري في جنوب أفريقيا، ولم يبقَ في ميدان الكفاح من أجل التحرر الوطني والاستقلال السياسي سوى الشعب الفلسطيني، فما الذي يفسر هذا الاستعصاء؟ وأين تكمن خصوصية الصراع في هذه المنطقة، التي أطلق عليها اسم "الشرق الأوسط؟
من هذا السؤال المركب، نبع الافتراض الذي حكم هذا البحث ومفاده بأن هذا الاستعصاء، وهذه الخصوصية، مرتبطان بطبيعة الحركة الصهيونية، ومشروعها الذي تبلور في نهاية القرن التاسع عشر، وبكيفية تعامل الإدارات الأمريكية المتعاقبة، ولا سيما بعد حرب حزيران 1967، مع ما سمي بـ "عملية السلام" في الشرق الأوسط، وبالتحولات التي طرأت على المجتمع الاسرائيلي في العقود الأخيرة وما رافقها من تحديات، وبالضعف المزمن الذي عانى منه الفلسطينيون، وأشقاؤهم العرب، منذ بدايات هذا الصراع.
سينقسم هذا الكتاب، الذي سيعتمد على منهج وصفي وتحليلي في آن معاً، إلى أقسام ثلاثة، بحيث يشتمل، إلى جانب المقدمة والإستخلاصات وفهرست الأعلام، على تسعة فصول، يعالج الأول والثاني منها جذور الصراع، من خلال الرجوع إلى المقدمات التي سبقت نشأة الحركة الصهيونية الحديثة، وإلى التيارات التي انضوت في إطار هذه الحركة إثر تأسيسها.
بينما يعالج القسم الثاني، الذي يشتمل على الفصول الثالث والرابع والخامس، تطورات الصراع العربي - الإسرائيلي بعد قيام دولة إسرائيل، والنزعة العدوانية والتوسعية التي حكمت سياسات قادتها، خلال خمسينيات القرن العشرين.
أما القسم الثالث، والأخير، الذي يغطي الفصول السادس والسابع والثامن والتاسع، فهو يحلل، بعد الإستعراض التاريخي لتطورات الصراع و"عملية السلام"، العوامل التي حالت دون توصل هذه العملية إلى مبتغاها، أي دون التوصل إلى حل عادل، دائم وشامل.
