تشغل قضية التنمية الاقتصادية اهتماما كبيراً لكافة الدول فى مجتمعنا المعاصر سواء بالنسبة للدول المتقدمة أو الدول النامية إلا أن أهميتها أكثر وضوحا وإلحاحا للدول النامية نظراً لما تتعرض له من عقبات وتحديات أكثر من الدول المتقدمة فى هذا السبيل ونظراً لأهمية التنمية الاقتصادية للدول النامية فقد بدأ عدد كبير منها منذ الحرب العالمية الانية" ومن بينها جمهورية مصر العربية" يستيقظ من ثبات عميق نحو التنمية الاقتصادية والاجتماعية. وحيث إن توافر الاستثمار الكافية داخل البلاد تعتبر أحد عناصر عملية التنمية الاقتصادية لذلك تسعى الدولة فى ظل الظروف الحالية إلى دفع عجلة الاستثمار وتشجيع رؤوس الأموال الأجنبية والعربية والمحلية على الدخول فى مشاريع استثمارية، وتقدم الدولة فى سبيل ذلك الكثير من المزايا والإعفاءات والحوافز الضريبية وقامت بفتح باب الاستثمار العام والخاص لدفع عجلة التنمية فى البلاد. وحيث إن الحديث عن الاستثمار العام والخاص يحتاج إلى أكثر من بحث لذا فإننا سنتناول شقاً واحداً للحديث عنه وهو ( استثمارات القطاع العام والرقابة عليها).
