يمثل "نظام الدفاع الصاروخي القومي الأمريكي" (National Missile Defense-NMD) أحد النماذج التي تعكس صورة الجهود التي تبذلها الولايات المتحدة الأمريكية من أجل الانفراد بقيادة النظام العالمي الجديد، وتوجيهه بما يخدم المصالح والأهداف القومية الأمريكية، والتصدي لأي معوقات قد تعترض طريق الولايات المتحدة لتحقيق تلك الأهداف؛ سواء من قبل دول كبرى تنافس الولايات المتحدة في محاولاتها بسط سيطرتها على العالم مثل روسيا والصين، أو من قبل دول صغرى تمتلك قدرات صاروخية محدودة لا تشكل تهديداً حقيقياً للأمن القومي الأمريكي، وتطلق عليها الإدارة الأمريكية مصطلح "الدول المارقة".
ولا تقتصر آليات السيطرة الأمريكية على العالم على المجابهة مع الدول المذكورة فقط، بل تتخذ أحياناً مظاهر أخرى؛ كمحاولة الولايات المتحدة إقناع الدول الواقعة في فلكها (مثل الدول الأوروبية واليابان وبعض الدول العربية) بالمشاركة في تمويل هذا المشروع المكلف، وبذلك تضمن الولايات المتحدة توفير تمويل للنظام الدفاعي الصاروخي من خارج ميزانيتها، بحيث ترهق اقتصادات تلك الدول؛ مما يحول دون تشكيلها خطراً - اقتصادياً على الأقل - إزاء الهيمنة الأمريكية العالمية.
