لا يشكل تعاون الشركات الأمنية الخاصة- التي تستخدم المرتزقة المسلحين المأجورين- مع القوات النظامية أمراً جديداً بالنسبة للإدارة الأمريكية, فقد بدأ هذا التعاون منذ حرب فيتنام في الستينيات لاسيما من قبل وكالة المخابرات المركزية الأمريكية CIA وذلك ضمن برنامج سري عرف بإسم (العمليات السوداء). وإذا كان المرتزقة يُرسلون لتنفيذ عميات إغتيال وتخريب ضد مواقع معادية لا تريد واشنطن التورط فيها بشكل مباشر-حيث لم تعترف الإدارة الأمريكية بأى من الأمريكيين المرتزقة التابعين لهذه الشركات الأمنية الخاصة ممن أعتقلوا أو قتلوا في هذه العمليات- إلا أن الوضع اليوم فى أفغانستان والعراق اللتين تتورط فيهما القوات الأمريكية أخذ بعداً آخر.
لذلك أصبح الدور الذي تلعبه هذه الشركات الأمنية الخاصة قي إطار شركات الخدمات العسكرية الخاصة بواسطة المرتزقة المستأجرين فيها في مجال تنفيذ السياسات الجيوبوليتيكية والإستراتيجية العسكرية للدول الكبرى دوراً فائق الأهمية خاصة مع تطبيق سياسات خفض الميزانيات العسكرية للدول الكبرى وميزانية الدولة من جهة اخرى. خاصة فى حالة وجود أنظمة سياسية حاكمة في دول العالم الثالث تتطلب إستراتيجية الدول الكبرى دعمها أو إسقاطها.
