تتركز المشكلة فيما تعانيه المجتمعات الإنسانية المتقدمة والنامية، لاسيما العربية منها، من متغيرات غير متوازنة بين البيئة والفعاليات الإقتصادية، مما يترتب عليه أن معدلات النمو والتنمية الإقتصادية تعانى مأزقاً وقيوداً فى تحقيق تنمية مستدامة بين النشاط الإقتصادى ومتغيرات البيئة، لاسيما ان انفتاح بعضها على الإقتصاد العالمى واجه متضمنات فشل السوق فى تحقيق هذا التوازن وتأتى على رأس تلك المتضمنات، فشل السوق فى توفير السلع البيئية التى يحتاجها المجتمع.
ويشير موضوع البيئة والسوق إلى إشكاليات نظرية ومنهجية متعددة بالنظر لتداخل متغيرات مختلفة فى التأثير فى كل منها وفيما بينها، وقد استهدفنا حصر منهجية الدراسة فى النشأة التاريخية للتلوث، واعتماد الأسلوب التحليلى لمونات البيئة الراهنة وعلاقتها بالسوق، ولا شك أن هذه المنهجية تتعامل فى جزء كبير منها مع البيئة والسوق فى إطار أوضاعهما العالمية المعاصرة والتى اخذ الاهتمام يتزايد فى الإحاطة بهما، لاسيما على صعيد الأنظمة الإقتصادية المختلفة.
أما عن خطة بحث الدراسة فهى كالتالى: (الفصل الأول: المرجعية النظرية للبيئة، الفصل الثانى: العلاقة بين البيئة والسياسات الإقتصادية "الإقتصاد الموجه"، الفصل الثالث: المتضمنات الإقتصادية للبيئة، الفصل الرابع: الفقة والبيئة "البلدان العربية نموذجاً"، الفصل الخامس: خارطة البيئة والفقر للبلدان العربية).
