بين يدينا كتاب الديمقراطية في القانون الدولي: قوّة الشرعية أم شرعية القوّة؟ للدكتور الشيباني منصور أبو همود. يأتي صدور هذا الكتاب في ظل اتساع رقعة انتشار نموذج الحكم "الديمقراطي" في العالم في العقود الثلاثة الأخيرة، حيث أخذت مدارسُ وتوجهاتٌ جديدةٌ تظهر في القانون الدولي وفي العلاقات الدولية تميل إلى تبرير التدخل الخارجي في شؤون الدول ذات السيادة بهدف فرض الديمقراطية الليبرالية على نماذج الحكم لديها. وشرَّعت هذه المدارس والتوجّهات الأبواب أمام خوض "حروب وقائية" وغزو بلدان بحجة إدخال الديمقراطية إليها. وقادت الولايات المتحدة هذه النزعة التدخلية، فخاضت حروباً واحتلت بلداناً أدت إلى تدمير دول وتفكيك مجتمعات وقتل مئات الأولوف، إن لم يكن الملايين، من البشر.
يبحث هذا الكتاب في آثار انتشار الديمقراطية عالمياً في قواعد القانون الدولي، لمعرفة عمق هذه الآثار وطبيعتها ولمحاولة استكشاف القواعد والنظريات القانونية الدولية الجديدة التي يمكن تمخّضت عن هذا التطور الجوهري الذي طرأ على قيم المجتمع الدولي ومفاهيمه، وبالتالي لرصد تداعيات هذه التحولات على السياسة الدولية، كما يناقش في شرعية فرض هذه الديمقراطية على المجتمعات والبلدان المختلفة الثقافات والتجارب التاريخية، في الوقت الذي تُقر معظم مصادر وشِرع القانون الدولي والأمم المتحدة بحق الشعوب في تقرير مصيرها وحقها في اختيار نماذج الحكم السياسي والاقتصادي التي تناسبها.
