Book Description
ظهر مفهوم السادة في معاهدة "وستفيليا" (Westphalia Treaty) عام 1648م التي أنهت حرب الثلاثين عاماً في أوروبا حيث تمخض عن ذلك تبلور أهم مبادئ حماية النظام والسلم العامليين ويتلخص في عدم التدخل في الشؤون الداخلية للدول.
ولكن هذا لم يوقف نشوب النزاعات التي استمرت حتى الحرب العالمية الثانية والتي كانت من أسباب تأسيس الأمم المتحدة عام 1945م لتحقيق السلم العالمي، وتم التأكيد مرة أخرى في ميثاق الأمم المتحدة على السيادة وحظر إستخدام القوة ضد أية دولة أخرى.
وتغير مفهوم السيادة مرة أخرى مع تغير المشهد العالمي، فبعد إنتهاء الحرب الباردة ظهر مبدأ "التدخل العسكري الإنساني" (Humanitarian Military Intervention) وكان أول تطبيق لهذا المبدأ هو حرب الكويت عام 1991م، كما بدأت الأمم المتحدة بصياغة قراراتها بطريقة تبين أن عدم حماية حقوق الإنسان سوف ينعكس سلباً على الأمن والسلم الدوليين، وعلى الرغم من ذلك لم يستطع المجتمع الدولي ولا الأمم المتحدة تفادي المجازر والتطهير العرقي الذي وقع خلال تلك الفترة، وكان أبرزها ما حدث في "كوسوفو" و"راوندا"، كما تم إستخدام مبدأ التدخل العسكري الإنساني ذريعة لتسويغ الحرب على العراق عام 2003م.
في ظل إخفاق مبدأ "التدخل العسكري الإنساني" وصعوبة تطبيقه، تطور مفهوم دولي جديد عُرِفَ بمبادئ "مسؤولية الحماية" الذي رأى فيه كثيرون أنه السبيل الوحيد للرد على أي إنتهاك لحقوق الإنسان، حيث تتمحور مبادئ هذا المفهوم الجديد حول نقطة أساسية هي أن الدولة تفقد سيادتها في حال فشلت في حماية مواطنيها.
لذلك استعملت الدول الغربية مفهوم "مسؤولية الحماية" لتسويغ التدخل في ليبيا عام 2011م، ومع توفير المسوغات ذاتها في الأزمة السورية إلا أن الدول الغربية استنكفت عن القيام بأي عمل عسكري لحماية المدنيين هناك.
يتناول هذا العدد من (مسارات) مفهوم "التدخل العسكري الإنساني" وأسباب نشوئه وتطوره وتأثيره في السياسة الدولية، مع عرض لواقع تطبيقه ومدى مصداقيته.
