يأتي هذا التقرير مع مطلع عام 2006، وهذا عام يمثل اليوبيل الذهبي لاستقلال السودان (1956- 2006) مما يجعله عامًا للتأمل والمحاسبة واستشراف المستقبل. يطل اليوبيل الذهبي والسودان محاط بكثير من المشكلات والأزمات. فرغم مرور عام كامل على توقيع اتفاقية السلام الشامل ولكن التقدم بطيء لدرجة أصابت الكثيرين بالقلق إن لم يكن الإحباط.
ويهتم هذا التقرير بالأداء السياسي الداخلي والخارجي الذي تقوم به حكومة الوحدة الوطنية التي تمثل شراكة ثنائية بين حزب المؤتمر الوطني والحركة الشعبية لتحرير السودان. وقد تشكلت الحكومة بعد مفاوضات مضنية عكست عدم الاتفاق بالذات حول وزارة الطاقة التي كادت الخلافات حولها أن تنسف اتفاقية السلام الشامل. ويعتقد البعض أن الأداء الحالي تأثر بتلك الخلافات إذ بدأت الحركة الشعبية وكأنها ليست معنية بما يدور في السودان الموحد.
وقد عالج التقرير وضعية المجتمع المدني إذ يواجه خطر قوانين مقيدة للحريات والعمل الطوعي في فترة يفترض فيها إطلاق كل قيود المعيقة لتطور المجتمع المدني. ولكن النظام الحاكم يمارس لعبة تحجيم المجتمع المدني أو تزييف أهدافه الحقيقية من خلال آليتين: الأولى القوانين السيئة، والثانية إغراق مجال المجتمع المدني بمنظمات شبه حكومية أو تابعة للحكومة ثم تسجيلها بقصد إغراق مجال المجتمع المدني بمنظمات مضادة تمامًا لغايات المجتمع المدني القائمة على الديمقراطية وحقوق الإنسان والتنمية وقيم السلام والحوار وقبول الآخر.
واهتم التقرير بالأوضاع الاقتصادية وقدم تحليلًا لأول ميزانية بعد توقيع اتفاقية السلام الشامل. وقد استفاد هذا التقرير كثيرًا من الورشة التي عقدها منبر "الصحافة" لمناقشة التقرير عقب صدوره وحضرها عدد من الأكاديميين والكتاب والصحفيين. وكان لملاحظاتهم النقدية الثاقبة أثره في تجنب سلبيات تقرير العام الفائت.
