مرت قبل أيام الذكرى الخامسة على توقيع اتفاقية السلام الشامل في نيفاشا (كينيا) في التاسع من يناير/ كانون الثاني عام 2005. وساد حينذاك تفاؤل جارف بسبب الضمانات والزخم الدوليين والوعود بالمساندة الإقتصادية والدعم السياسي للإتفاقية. واعتقد السودانيون أنهم قد ودعوا زمن الحرب الأهلية والنزاعات المسلحة بلا عودة. ولكن اليوم يختلف الأمر تماماً، إذ يحتفل السودانيون بهذه الذكرى وسط أجواء مليئة بالخوف من المستقبل القريب وبالتحديد من نتائج الاستفتاء حول تقرير المصير والذي سوف يجري خلال أقل من عام. جاءت المناسبة والشريكان: المؤتمر الوطني والحركة الشعبية لتحرير السودان، خارجان للتو من معارك برلمانية حول عدد من القوانين الهامة. وكاد النزاع بين الشريكين أن يعجل بانهيار الاتفاقية لولا التدخل الحاسم والسريع للولايات المتحدة الأمريكية والضامنين للإتفاقية، وفي هذه الأجواء يأتي التقرير الإستراتيجي السوداني الحادي عشر، وهذه هي الصورة: دولة فاشلة، واتفاقية سلام معطلة، وحرب في دارفور ونزاعات قبلية مستمرة، وأزمة اقتصادية طاحنة، مع بيئة إقليمية ودولية غير مبالية. ومع هذه المعطيات يصبح الانفصال أمراً حتمياً.
