يتمحور الكتاب حول أربعة أقسام، القسمان الأول والثاني يعطيان مدخلاً منهجياً عاماً للدراسة ومدخل لتغطية التنمية. القسمان الثالث والرابع يعالجان خفايا السياسة. وبالرغم من التمييز بين قضايا السياسة المحلية التي ركز عليها القسم الثالث والقضايا الدولية التي ركز عليها القسم الرابع، إلا أن ذلك هو لأغراض التحليل فقط. لقد اصبح واضحاً الآن عدم قبول التمييز بين السياسة المحلية والدولية سواء على الصعيد التقليدي أو التطبيقي.
والكتاب ينأى بعيداً عن الفصل المتسرع والتعسفي بين الدول المتطورة والدول النامية، بين الدول الغنية والدول الفقيرة، بين المركز والأطراف. والهدف هو تحقيق اتجاه متكامل وموحد للاقتصاد العالمي في الماضي والحاضر.
