أما الجزء الثاني فتناولت فيه المحكوم فيه والمحكوم عليه وما يتعلق بهما من مباحث, مع ذكر ما في كل هذا من اختلاف بين العلماء وبيان الراجح من وجهة نظري مع اقتناعي به... وقد راعيت فيه السهولة والإيضاح لكي يتيسر فهمه وتحصيله دون خوض في التفاصيل التي قد تفضي إلى غموض أكثر مما يفضي إلى بيان.
أما من ناحية خطة البحث فهي كما يلي: الجزء الأول وفيه الأبواب التالية: الباب التمهيدي في مبادئ علم أصول الفقه, الباب الأول تعريف الحكم الشرعي وبيان أقسامه, الباب الثاني أقسام الأفعال التي تعلقت بها أقسام الحكم التكليفي تفصيلاً, الباب الثالث أقسام متعلقات الحكم الوضعي. الجزء الثاني وفيه فصلان: المحكوم فيه, المحكوم عليه.
