ظهر اصطلاح التنظيم الدولى، لأول مرة فى فقه القانون الدولى، فى عام 1908، فى ترجمة لمقال كتب باللغة الألمانية، ونشرت ترجمته الفرنسية، فى المجلة العامة للقانون الدولى، ثم ذاع استعماله من جانب فقهاء القانون الدولى العام الألمان. ودخل الإصطلاح إلى فقه القانون الدولى العام الناطق باللغة الإنجليزية لأول مرة، فى عام 1911، على يد أحد الفقهاء الأمريكيين من أصل ألماني، وهو الأستاذ بول صامويل رينسك، الذى كان أستاذاً للعلوم السياسية فى جامعة ويسكونسين، فى مؤلف له بعنوان الاتحادات الدولية العامة. وكان يقصد بالتنظيم الدولى فى ذلك الوقت الإشارة إلى عوامل الوحدة التى تربط بين الأمم (الدول) وبصورة عامة، كان التنظيم الدولى، يعنى الجماعة الدولية بأسرها، وفى مفهوم آخر كان يقصد بذلك التعبير عن النظم القانونية الدولية التى تعبر عم عوامل الوحدة بين الدول.
وهو ما نستعرضه من خلال هذا البحث المكون من فصل تمهيدى يتناول عضوية الأمم المتحدة فى إيجاز، ليبدأ بالفصل الأول بعد ذلك فى تناول تطور فكرة النظم الدولية، ثم الفصل الثاني: الأسس الدستورية للمنظمة الدولية. ثم الفصل الثالث: الشخصية القانونية للمنظمات الدولية، ثم الفصل الرابع: المنظمات الدولية ونظرية الميراث الدولى، ثم الفصل الخامس: القيمة القانونية لقرارات المنظمات الدولية.
