مثلت العملية الانتخابية- التي جرت في مصر في أعقاب ثورة 25 يناير- ملمحًا سياسيًا فريدًا. لذلك إن تاريخ الانتخابات المصرية طول عقود سابقة قد شابه الكثير من التجاوزات والأخطاء وعمليات التزوير التي أدت في معظم الحالات إلى فقدان الثقة في الانتخابات كإحدى العمليات الديمقراطية من ناحية وغياب المعرفة الدقيقة بالأوزان النسبية الحقيقة للقوى السياسية المشاركة في هذه الانتخابات من ناحية أخرى. هذا علاوة على ترسيخ مفهوم اغتصاب السلطة في حكم البلاد من جانب القوى أو الأطراف التي تمارس التزوير والتلاعب الانتخابي لصالحها.
لذلك تعد هذه الانتخابات نقطة فارقة ليس فقط في تحديد ملامح ومستقبل الدولة المصرية الحديثة ولكن في مدى استمرار هذه الأحزاب إما كقوى فاعلة وناشطة في المجتمع أو تحويلها إلى أحزاب كارتونية غير فاعلة على المستوى المنافسة السياسية والانتخابية فالمناخ السياسي الذي فيه جرت فيه الانتخابات يعد الأكثر تنافسية مع خروج الحزب الوطني المنحل من العملية السياسية ككيان تنظيمي مهيمن على مختلف السلطات وتوافر ضوابط مهمة لنزاهة العملية الانتخابية مثل تحجيم القيود الأمنية والإشراف القضائي الكامل وتنقية الجداول الانتخابية منه. من جانب ثالث وجود إطار قانوني جديد ناظم للعملية الانتخابية. ويناقش هذا الكتاب العديد من القضايا المهمة منها الإطار السياسي والدستوري والقانوني للانتخابات والطعون الانتخابية والأحزاب والقوى السياسية وقراءة في البرامج الحزبية والمستقلون في الانتخابات والدعاية الانتخابية والتغطية الإعلامية كما يستعرض الكتاب بعض الدراسات لحال بعض الدوائر الانتخابية وأخيرًا يتطرق الكتاب لدلائل وموشرات نتائج الانتخابات والتركيبة السياسية والاجتماعية الجديدة لمجلس الشعب.
