وتأتي هذه الدراسة في فترة تأزم في التنظير السياسي علي مستوي الفكر والحركة, وقد شهد العالم أنهيار نظم عالمية كانت تتبني إلي حين فكرة العدالة وبخاصة في المجال الإقتصادي, ويدور موضوعها حول العدل بأعتباره ميزان القسط الذي به قامت السموات والأرض, ونزلت الشرائع وقامت الحضارات, قال تعالي: {لقد أرسلنا رسلنا بالبينات وأنزلنا معهم الكتاب والميزان ليقوم الناس بالقسط وأنزلنا الحديد فيه بأس شديد ومنافع للناس وليعلم الله من ينصره ورسله بالغيب إن الله نوي عزيز(25)}, وكذا فإن الحكم يستقر مع الكفر ولا يستقر مع الظلم كما قال بعض مفكري المسلمين, وهذا الموضوع أخلاقي يتعلق بالقيم الموجهة لحياة الإنسان وبخاصة علي المستوي السياسي.. وما أحري الناس بمراجعة قيمهم والرجوع إليها في متاهات السياسة المعاصرة.
