وتكتسب هذه الدراسة الأحزاب السياسية التركية أهميتها من كونها أهم عناصر البيئة والقوى السياسية المؤثرة في عملية صنع السياسة العامة التركية، فضلاً عن عناصر أخرى مؤثرة بشكل فاعل في الحياة السياسية التركية مثل المؤسسة العسكرية وجماعات المصالح والتي ينضوي تحتها النقابات العمالية والمهنية ورجال الأعمال، كما تعد الطرق والجماعات الدينية من القوى السياسية والإجتماعية الفاعلة والمؤثرة في عملية صنع السياسة العامة، بالإضافة إلى الرأي العام ووسائل الإعلام.
وللإحاطة بالموضوع، تم تقسيم الكتاب إلى ثلاثة فصول كالتالي: الفصل الأول: "الإطار النظري للأحزاب السياسية والسياسة العامة"، الفصل الثاني: "صنع السياسة العامة في تركيا"، الفصل الثالث: "حزب العدالة والتنمية وصنع السياسة العامة في تركيا".
