يعتبر حل البرلمان أحد الأسس التي يقوم عليها تنظيم العلاقات بين السلطتين التشريعية والتنفيذية في النظم السياسة المعاصرة، التي تقوم على مبدأ الفصل المرن للسلطات وتوازنها، بحيث لا تطغى سلطة على أخرى ولا تسئ إحداهما أو تتجاوز صلاحياتها في مواجهة الأخرى، الأمر الذي يسهم في تحقيق ممارسة ديمقراطية ناجزة، وقد استقر في أدبيات النظم الدستورية والسياسية المعاصرة أن السلطة توقف السلطة وتحد من جموحها فيما يعرف بمبدأ الفصل بين السلطات الذي يعود تأصيل أساسه الفلسفي إلى جون لوك في كتابه "بحث في الحكومة المدنية 1690م"، ومنتسكيو في كتابه "روح القوانين 1748م". ويذهب الرأي الشائع في هذه الأدبيات إلى أن حل البرلمان يرسي مبدأ توازن السلطات، وهو يقابل صلاحية البرلمان في طرح المسئولية السياسة وحجب الثقة عن الحكومة، وبالتالي فإنهما يشكلان معاً: الحل والمسئولية ركيزتي النظام البرلماني في مقابل النظم السياسة الرئاسية التي لا تعرف هذين العنصرين.
