ولاشك أن الطابع الأخلاقى هو الطابع المسيطر على النص السلطانى فثمة تعاليم أخلاقية سائدة فى معظم أجزاء النص, ورغم حديث النص عن العديد من القيم كالجود والكرم, والشهامة, والشجاعة, والحزم فإن القيمة المحورية فيه العدالة, وهى القيمة المحورية فى الثقافة الإسلامية بعامة, وفى النص السياسي الإسلامى بخاصة.
