يروي لنا مؤلف الكتاب موقف علماء السلف من الأمر بالمعروف والنهي عن المنكر، وأن الخير كله في اتباع علماء السلف الصالح، في الفصلين الأول والثاني. أما الفصل الثالث فهو بعنوان علماء السطان الذين يبدلون ويحرفون الكلم عن مواضعه، تسبيحًا بفلك ملوكهم وأمرائهم، ويذكر المؤلف بعض النماذج من هذه الفئة الذين وضع الله ذكرهم إلى قيام الساعة.
