يتسم تاريخ العلاقات بين الإمبراطروية العثمانية والدولة الصفوة بالمنافسة والتوتر الشديد والحروب فيما بينهما، ليس على العراق فحسب؛ بل يتعداه إلى دول الإقليم، وفي دراستنا هذه سنحاول - بقدر الإمكان - أن نركز على تنافسهما المحموم على العراق، والذي لم يقل حدةً بعد الدولة الصفوية ومجيء الدولة القاجارية التي استمرت حتى تأسس الجمهورية التركية على يد مصطلى كمال أتاتورك عام 1923م.
لقد شهدت الحقبة الأتاتوركية نوعاً من الهدوء في حدة التنافس بين البلدين بسبب إلتزام أتاتورك بالحداثة وإتباع النهج الغربي في تحديث تركيا الدولة؛ مما كان محل إعجاب محمد رضا بهلوي شاه إيران، ولكن لم تخفت حدة التنافس نهائياً في ضوء ما تراه كل منهما أنه مصالح وطنية لا يمكن التنازل عنها.
وفي حقبة السبعينيات والثمانينيات من القرن الماضي سادت أجواء هادئة بين تركيا وإيران، وشهدت تعاوناً في مجالات عدة أدى إلى كسب تركيا للعراق، خصوصاً خلال فترة الحرب العراقية - الإيرانية، ومع ولوج حقبة التسعينيات شهدت العلاقات بين تركيا والعراق حالةً من التوتر، بينما شهدت إنفراجاً ما بين تركيا وإيران، وتزامن ذلك مع نهاية الحرب الباردة وسقوط الإتحاد السوفييتي.
ومع دخول الألفية الجديدة، ونظراً إلى بروز دور كل من تركيا وإيران كقوتين إقليميتين؛ اشتد التنافس بينهما بعد أحداث 11 سبتمبر 2001م، وسقوط نظام صدام حسين عام 2003م.
وشهدت تلك الفترة سعيهما الدؤوب إلى بسط نفوذهما في دول الإقليم، وتوظيف كل معطياتهما التاريخية والجغرافية والإجتماعية والدينية والثقافية، وأصبح هذا التنافس واضحاً بشكل علني مع مرور الدول العربية بما يُسمى (الربيع العربي).
