وبالنظر إلى هذا التوجه في سياسة روسيا تجاه المنطقة، يثور التساؤل: هل تمتلك تركيات وإيران حقيقة قدرات من شانها التأثير في المستقبل السياسي لدول المنطقة في اتجاه إخراجها من الهيمنة الروسية، أم أنهما تعسان إلى المساهمة في الاستفادة من سوق المنطقة وثرواتها، مثل ما يلاحظ بوضوح فيما يتعلق بالتعاون والتنافس على عقود استغلال نفط بحوض قزوين، ورسم مسارات أنابيب تصديره؟
