الإجراءات الجنائية توفق بين مصلحة الدولة في اقتضاء حقها في العقاب، ومصلحة الأفراد في حماية حرياتهم والتمتع بها والتي كفلها لهم الدستور، بحيث لا يجب أن يضحي بحريات الأفراد إلا بالقدر الضروري الذي تقتضيه المصلحة العامة، لذلك فيجب على المنظم أن يضع نصب عينيه ضمان الحرية الشخصية إلى جانب حماية المصلحة العامة، ومن هذه الناحية يعد قانون الإجراءات الجنائية من القوانين المنظمة للحريات الفردية، ومن ثم يتعرض هذا القانون لازمة شديدة كلما تعرضت الحريات الشخصية في الدولة للأزمات نتيجة للتغيرات السياسية أو الإقتصادية، ويتناول هذا الكتاب النظام الإجرائي في المملكة العربية السعودية، وذلك من خلال دراسة مقارنة بالقانون المصري والفرنسي والنظام الأنجلو أمريكي، وذلك من حيث المبادئ الأساسية وسلطات مأمور الضبط في مراحل الإستدلال والضبط في مراحل الإستدلال والضبط في التحقيق الإبتدائي وصولاً إلى قرار الإتهام والإحالة إلى المحكمة أو حفظ التحقيق.
