كان "جون ستبوارت مل يعتقد أن كتابه "عن الحرية" هو أثره الخالد الذي يطاول الزمن ويبقى على الأحقاب فيصلا بين الحرية الفردية والسلطة العامة التى يحكمها العرف او يحكمها القانون سلطة المجتمع أو سلط الدولة ، وصح ما تبينه. فما من كتاب اكثر إقناعا وأعلى منطقا ككتابه "عن الحرية"، وما من مفكر عرض للحرية في أخلاص وإيمان كما عرض لها جون ستيوارت مل، وما من نظرية تحدد غاية الدلوة كما تحددها نظرته في الحرية وفي الاقتصاد السياسي، وإن عفت نظريته الاقتصادية وبقيت نظريته عن الحرية أسمى ما يمكن أن يحدد النفع الاجتماعي للحرية، وأقوى ما يكتب عن حقوق الأفراد.
ويقسم "مل " كتابه عن الحرية إلى خمسة فصول، يمهد في أولها لفكرة الحرية، ويخص الثاني بحرية الفكر والمناقشة، والثالث بالفردية كعنصر من عناصر الحياة الطيبة، والرابع بحدود سلطة المجتمع على الفرد، والخامس بما دعاه "تطبيقات" ويقصد بها تطبيق مبادئه وآرائه على المجتمع.
