يسعى هذا التقرير إلى رصد الإنتخابات المغربية التي جرت عام 2016، وتَقدَّم فيها حزب (العدالة والتنمية) على سائر الأحزاب المغربية؛ لكنَّ تقدُّمه هذا لم يمنحه فرصة تشكيل الحكومة منفرداً، وكان عليه البحث عن حزب، أو أحزاب تشاركه في تشكيلها.
الأحزاب المغربية تفننت في وضع العراقيل أمام العدالة والتنمية بغية إزاحته عن تشكيل الحكومة، ما جعل عبد الإله بنكيران يستغرق خمسة أشهر دون النجاح في مسعاه، واضطر المؤسسة الملكية إلى إستدعاء شخص آخر من الحزب بدلاً من بنكيران، هو سعد الدين العثماني، الذي نجح في تشكيلها خلال خمسة عشر يوماً.
ما الذي فعله العثماني، وأخفق فيه بنكيران، وما التحالفات التي عُقدت، وما آثارها على المستقبل السياسي والحزبي في البلاد، وما الضغوط التي مارستها (الدولة العميقة) على بنكيران وحزبه معاً، وتسببت في عجزه عن تشكيل الحكومة، وما الذي اضطر العاهل المغربي الملك محمد السادس إلى تقريع الأحزاب المغربية، وتذكيرها بدور المغرب اليوم في القارة الأفريقية، وما العقبات التي واجهت تشكيل الحكومة، وما أثر ذلك على مستقبل الأحزاب، ولا سيما العدالة والتنمية؟...
