تتناول هذه الدراسة نشأة النظام السياسي التركي ومراحل تطوره وبناءه الوظيفي، وجذوره وعقيدته وأيديولوجيته السياسية، وأثر وصول حزب العدالة والتنمية إلى السلطة في طبيعة هذا النظام ودوره ووظائفه.
تحاول الدراسة الكشف عن الغموض الذي يكتنف قدرة حزب العدالة والتنمية على المواءمة بين جذوره الإسلامية ووعائه الثقافي العثماني، وبين نجاحه في الحكم في دولة علمانية متشددة، ومدى قدرته على إدخال إصلاحات وتحديثات على المبادئ الكمالية والمؤسسات العلمانية التي يتكون منها النظام السياسي.
تتوصل الدراسة إلى مجموعة نتائج، أهمها أن وصول حزب العدالة والتنمية إلى السلطة يعد نقطة تحول في تاريخ النظام السياسي التركي، كما أن رؤية حزب العدالة والتنمية لدور تركيا ووظيفتها ومكانتها هي المحرك والمتغير الرئيسي لجميع التغيرات التي طرأت على النظام السياسي التركي في المجالات كافة.
