تعيش دولة الإمارة العربية المتحدة فى العقود الثلاثة الأخيرة أزهى عصورها وقد استطاعت فى هذه الفترة الوجيزة أن تجعل لنفسها قيمة عظيمة بين الدول بسبب مكانتها الاقتصادية والسياسية وتأثيرها الكبير على الأحداث والمستجدات العالمية فضلا عن ثراء إنتاجها الثقافى والفكرى والأدبى وإنجازاتها العملية والأدبية والرياضية, وبسبب هذه الإنجازات تعاظم الإنتاج الفكرى عن دولة الإمارات العربية المتحدة باللغتين العربية والإنجليزية وتزايد عاما بعد عام.
ونظرا للظروف الخاصة لهذه الدولة الفتية الواعدة كان لزاما علينا فى إنشاء قائمة رؤوس موضوعات وطنية خاصة بدولة الإمارات تصدر فى اللغتين العربية والإنجليزية.
وقد اقتضت الضرورة التفكير فى إصدار هذه القائمة الوطنية لتوحيد وتقنين رؤوس الموضوعات المستخدمة فى المكتبات ومراكز المعلومات والتى تتناول كافة الموضوعات المتصلة بدولة الإمارات.
ولتعميم الفائدة من هذه القائمة سنقوم بإضافة أرقام تصنيف لهذه الرؤوس طبقا لأحدث طبعة من طبعات تصنيف ديوى العشرى الموجزة وهى الطبعة الثالثة عشر سواء فى نسختها العربية أو الإنجليزية. والقائمة بهذا الشكل تيسر بشكل كبير عملية توحيد أرقام التصنيف وتقنين رؤوس الموضوعات المستخدمة فى المكتبات ومراكز المعلومات.
وجدير بالذكر أنه ستستخدم الأسس العلمية العالمية المتبعة فى إنشاء وبناء القائمة والتى سنتناولها فى الفقرات التالية. وقد حرصنا على أن تشتمل القائمة على شبكة من الإحالات المناسبة والمحكمة لتحيل المصنف والمستفيد من الرؤوس غير المستخدمة فى القائمة, كما حرصنا على تقنين وتثبيت رؤوس الموضوعات وتوحيدها, وعملنا على تزويد القائمة ببعض التفسيرات الحدية والتفسيرية لتحدد استخدامات بعض الرؤوس وتشرحها وتفسر مجالات استخدامها. وفى النهاية استخدمنا علامات الترقيم وطريقة الترتيب فى القائمة بطريقة مقننة وطبقا للأساليب المستخدمة فى القوائم القياسية العالمية.
