يناقش هذا الكتاب أحد الجوانب المتعلقة بظاهرة الإرهاب الدولى التى استشرت في عالم اليوم، وهو الجانب الخاص بأهم الفئات التى تستهدفها العمليات الإرهابية وهى فئة "رؤساء الدول". فيركز الكتاب على توضيح أشكال الحماية القانونية التى تمنحها قواعد القانون الدولى لرؤساء الدول، والتكييف القانون للجرائم المرتكبة ضدهم، وطبيعة المسئولية الواقعة على عائق الدولة التى يثبت تقصيرها فى حمايتهم، من ناحية أخرى يطرح هذا الكتاب الأثر السلبى لظاهرة "التدخل الدولى" من جانب بعض الدول الكبرى في شئون غيرها من الدول، على حصانات رؤسانها، بدعوى الديمقراطية وحقوق الإنسان. كما يتناول الكتاب الحالات الاستثنائية التى تحرم رؤساء الدول من التمتع بالحصانات والامتيازات التى يكلفها لهم القانون الدولى، ومنها الحالات أو على عدم احترامهم لتعهدات بلادهم فى مواجهة المجتمع الدولى.
