مبدأ الشورى فى الإسلام هو المبدأ الذى بنيت عليه الدولية الإسلامية تطبيقاً لشريعة الله وسنة نبيه صلى الله عليه وسلم فكان النهج المتبع للمخلفاء الراشدين ومن إنتهج نهجهم. وبالرغم من كثرة الدراسات المعاصر التى ألقت بدلوها فى هذه القضية إلا أننا نجدها لا تقدم لنا الشروط والضمانات والتطبيق لهذا المبدأ.. خاصة وقد خرج البعض يقول أن الديمقراطية تشابه الشورى فى الإسلام والبعض غير قائل بهذا.. والشعوب العربية والإسلامية بين هذا وذاك تشهد تجارب ديمقراطية غير ناجحة عملياً. ولهذا يختلف الكتاب الذى بين يدينا عن غيره من الدراسات (نزار أحمد عتيق) تناول فيه المدلول العام للشورى وخصائصها.. كما تناول بالمثل الديمقراطية وخصائصها. يبدأ بعد ذلك فى عرض لقواعد الشورى وطريقة التطبيق وهى فرضية هذا البحث.. مع مقارنة قواعدها بالديمقراطية النيابية المعاصرة.
