ويوضح الهرفي أن المسلمين افترقوا في نظرتهم للديمقراطية، فبعضهم رفضها بالجملة اعتمادا على النتائج التي انتهت اليها وعلى تطبيقاتها المدمرة في ظل الاستعمارين القديم والحديث وعلى احتكار أصحابها لها ووقوفهم مع النظم العسكرية والاستبدادية. وبعضهم اجتهد فرأى أن يغربل الديمقراطية فينظفها من جذورها المادية والعلمانية، ومن مفاهيمها الاّ أخلاقية عن الحرية المطلقة التي تلغي الدين، وتبيح كل المنكرات، ورأى هؤلاء أن هذه الأنسنة للديمقراطية ممكنة، وتحقق الفائدة من الآليات الديمقراطية، والنظم والمؤسسات المنبثقة عن النظام الديمقراطي. بل رأى بعضهم أن الديمقراطية مجرد آليات واننا نستطيع أن نأخذ الآليات وأن نرفض فلسفتها المادية العلمانية، وتنكرها للقيم والدين والأخلاقيات، وأننا بالتالي نستطيع أن ننسج ديمقراطية اسلامية متأنسنة تصبح فيها قيم الاسلام وضوابطه هي الاطار المرجعي للديمقراطية. وبعضهم - وهذا أمر معروف - رأى أن يأخذ الديمقراطية بكل ما فيها من خير أو شر، وهو ما أصبح أهل الديمقراطية أنفسهم يئنون منه.
كما يشير المؤلف الى فريق مقابل وجمهرة إسلامية كبيرة من أهل الفقه والوعي رأت أن الشورى نظام كامل قائم بذاته له فلسفته وقواعده وجذوره وهو لا يحتاج الى مدد من الشرق الاشتراكي أو المغرب الديمقراطي، وأن النظام السياسي الإسلامي القائم على الشورى والعدل كفيل لو أحياه المسلمون وبعثوه في حياتهم، ونفضوا غبار الكسل عن عقولهم، واستحدثوا له الآليات المناسبة المعاصرة… هذا النظام كفيل في رأي هؤلاء بأن يقدم للبشرية خلاصا من شرور الديمقراطية التي لم نعرف عن طريق استعمار القديم والحديث الا وجهها القبيح، وعنصريتها الفاقعة، وماديتها الحيوية، وايمانها بالعقل وحده من دون الروح والقلب والضمير والشعور الوجداني بالمسئولية الانسانية العامة.
