أمام هذه الأهمية المتزايدة للديمقراطية- يوماً بعد الآخر، وضرورتها الملحة، ظهرت تساؤلات كثيرة عن موقف الإسلام من الديمقراطية وبالخصوص علاقة الشورى بالديمقراطية، فرأيت أن أكتب في هذا الموضوع محاولاً بيان جوانب الاتفاق بين الشورى والديمقراطية، وجوانب الاختلاف بينهما، وكذلك عن كيفية مساهمة الشورى في علاج أوجه النقد في الديمقراطية. ومن ناحية أخرى، بيان مدى إمكانية الاستفادة من أساليب الديمقراطية الحديثة، وذلك توصلاً إلي وضع أسس عامة يمكن الاستفادة منها في إقامة نظام سياسي إسلامي يجمع بين الأصالة والمعاصرة.
ويتألف هذا البحث من تمهيد وبابين وفصل ختامى:
التمهيد في التعريف بالشورى والديمقراطية ويتكون من مبحثين: "المبحث الأول: للتعريف بالشورى لغة واصطلاحاً، وبيان أهميتها في حياة الأفراد والجماعات ثم موضوعاتها وموقعها من نظام الحكم الإسلامي وتطورها،المبحث الثاني: ونتناول بيان أهمية الديمقراطية وآثارها علي مختلف أوجه النشاط الإنساني مع التركيز علي أهميتها كنظام للحكم وبيان أصولها التاريخية وتطبيقاتها في بعض المجتمعات الإنسانية القديمة (قبل الإسلام)".
وقد اقتصرنا علي دراسة نظام الحكم في مدينة "أثينا" باعتبارها أهم المدن اليونانية التي عرفت أول تطبيق للديمقراطية، وبالنسبة لنظام الحكم عند العرب قبل الإسلام، فقد تحدثنا عن نظام الحكم في شبه الجزيرة العربية عند البدو وفي الحضر سواء في الممالك العربية القديمة أو في المدن العربية الكبرى، وركزنا بصفة خاصة علي نظام حكومة "مكة".
الباب الأول: الشوري وينقسم هذا الباب إلي ثلاثة فصول: "حكم الشورى تكلمنا في هذا الفصل عن حكم الاستشارة بالنسبة لولى الأمر وهل يجب عليه ذلك أم يندب له فحسب، والفصل الثاني نتيجة الشورى.. هل هي ملزمة أم معلمة، والفصل الثالث أهل الشورى ".
أما الباب الثاني فهو: "الديمقراطية وقد صدرنا الباب بتمهيد تاريخي وقسمنا الباب إلي فصلين "مقومات الديمقراطية، الانتخاب"، وأخيراً الفصل الختامي "المقارنة".
