في ظل تطور الإعلام وتطور أدواته وتطور نظرياته. المرتكزة إلى علم النفس والمجتمع, تطورت معرفة الأحزاب بإدارة الجماهير وانتخاباتها. فأصبحت أكثر استغلالاَ، وأكثر دورانا مع المصالح الشخصية الضيقة لمجموعة من المنتفعين. وكانت قدرتها هائلة، على تفريغ الديموقراطية، من محتواها الفكري والأخلاقي إلى الديموقراطية الخدّاعة الخلوة من الإنسانية ، التي توهمك ولا تنفعك. وفي مقابل ذلك، كان للدكتور موسى رؤية متكاملة، للمجتمع المدني النقابي الذي يبنى على المشترك الإنساني بالقيم والعمل الخير ،-لا التناحر الحزبي - على صعيد الفرد والمجتمع، والدولة. أراها فتحا جديدا بالفكر السياسي وتخرج لأول مرة مفهوم أهل الحل والعقد والشورى من متحفهم النظري التاريخي لواقع تطبيقي عملي في ضوء النصوص المؤسسة للإسلام ، تجابه به التغول الحزبي بنعومة، وبغير ما عنف تلتقي فيه مع المشترك الإنساني للفكر الحداثي الذي لولا تجاوزه للميتافيزيقيا اليونانية بالعمل والتجربة لما تطور ويحد المجتمع النقابي من العبثية السياسية فالسياسة هي ممارسة الحقوق الطبيعية والفطرية وليس عملية انتزاع السلطة من الآخر!؟ أمام هذا التغول، تبرز وثيقة المدينة الأقدم، والتي تبنت المشترك الإنساني، و صاغت نظام الحكم، على أساس من الشورى، والعدل. وتركت لكل عصر قالَبه المتجدد. ويشهد لها الفكر والتاريخ. وإن وعينا بهذه الحقائق، وبهذا الأسلوب البسيط. يجعلنا على الجادة مرتين؛ مرة ونحن ننطلق في الاتجاه الصحيح، لبناء المجتمع، والدولة واستئناف دورنا على المسرح السياسي العالمي بعد طول غياب. ومرة لتقويم الآخر، ومرتكزاته الفكرية، وأطماعه السياسية، فندرك طبيعة التعامل مع هؤلاء سلبا وإيجابا.
