إننا الأن أمام أزمة مالية وإقتصادية عالمية بدأت تحديداً فى سنة 2008، تضع تنمية الإقتصاد الجزائرى أمام مجموعة تحديات. أولاً: تحد خاص بتسيير إيرادات قطاع المحروقات ومشتقاته بعقلانية فى الامدين المتوسط والبعيد، ويهدف التقليل من آثار تقلبات سعر البترول فى الأسواق العالمية على النمو. ثانياً: تحدد خاص بنقل الإقتصاد الجزائرى من بنيته الأحادية المعتمدة على صادرات المحروقات إلى تنويع هذه البنية بما يضمن تنويع بنية التجارة الخارجية. ثالثاً: تحسين القدرة التنظيمية لضمان تقديم خدمات عامة جيدة النوعية فى مختلف القطاعات، التعليم والصحة والقضاء والإدارة وغيرها من القطاعات التى تحقق بحسن إدارتها رفاهية الإنسان الجزائرى. رابعاً: ضرورة اقتناع السلطات العمومية بما وصلت إليه النظرية الإقتصادية، والتجارب الملموسة، بأن الدولة لا تستطيع أن تفعل أحسن من السوق فيما يتعلق بإستخدام الموارد بكفاية وفعالية. نحن الآن فى إقتصاد مفتوح، وبالتالى نحن مرغمون على مواجهة المنافسة فى الأسواق العالمية التى أصبح من الصعب الولوج إليها. وعليه فإن الموازنة بين آلية السوق وتدخل الدولة ينبغى أن تتوقف عند المعاينة التالية: فتح المجال لآليات السوق ما أمكن ذلك، وبالمقابل ينبغى أن تتدخل الدولة متى كان تدخلها ضرورياً.
