هذا الكتاب النظام السياسي والتنمية الإقتصادية في ليبيا في الفترة من 1969 وحتى 1992، دراسة تقع في مجال العلوم السياسية مع الإستعانة ببعض أدوات الإقتصاد السياسي، حيث يتناول فيها موضوع النظام السياسي وعلاقته بالتنمية الشاملة، ويركز بالخصوص على دراسة النظام السياسي الجماهيري في ليبيا والذي يقوم على سلطة الشعب، وعلى دور المؤسسات والهياكل المختلفة في التنمية، ثم دور النظام في تحقيق الديموقراطية وأثر ذلك على مسيرة التنمية في البلاد.
كما يتناول التأصيل النظري للنظام السياسي الليبي في فترة ما بعد ثورة الفاتح من سبتمبر ومقارنة بالنظم التقليدية، وفض الإلتباس بين الإدارة العامة والإدارة الشعبية، وبالتالي ربط النظام السياسي الجماهيري ودوره في التنمية بالنظرية الجماهيرية في الحكم.
