تعتبر دراسة الطفولة والعناية بها مقياس لمدى تقدم المجتمعات ورقيها، فالاهتمام بالطفل هو الاهتمام بمستقبل المجتمع بأسره، وفي كل مجتمع يوجد عدد غير قليل يطلق عليهم المعاقون وبالنسبة للمعاقين عقليًا فقد وجد أن نسبة المعاقين في أي مجتمع تصل إلى 3% حسب تقدير منظمة الصحة العالمية ولما كانت معظم الدول العربية تنتمي إلى الكتلة النامية من بلدان العالم فإن عدد المعاقين في الوطن العربي في ضوء إحصاءات منظمة اليونسكو لسكان الوطن العربي عام 1980م يزيد على 19 مليون معاق أي ما يقرب من ثمن سكان الوطن العربي أن المدرسة كمؤسسة تعليمية هي جزء من المجتمع وأن عليها واجب تجاه هؤلاء الأطفال بأن تحتويهم وتساعد على دمجهم وأن تقف ضد اتجاه سياسة العزل من أجل نمو أفضل لهؤلاء الأطفال خالي من المشكلات النفسية والسلوكية.
