تسعى الدول المقتدمة إلى تأمين الخدمات اللازمة والرعاية الشاملة لأبنائها من ذوي الإحتياجات الخاصة، وهذه الخدمات أو الرعاية جزء من مهمات الدولة، كذلك هي جزء من مسؤولية أفراد المجتمع بشكل عام.
وكل وزارة من وزارة الدولة معنية بهذا الموضوع: وزارة الشؤون الإجتماعية والعمل، وزارة التربية التعليم، المؤسسات الحكومية المتخصصة بالرعاية الصحية كما هي مسؤولية المجتمع المدني بجميع مؤسساته.
والبحث في موضوع الإعاقة له وجهان: الأول خاص بالجهات التي يجب أن تتحمل المسؤولية تجاه مواطنيها من ذوي الإحتياجات الخاصة، والثاني المجتمع والأسرة بشكل خاص.
فالإعاقة مهما كان سببها عضوياً أو عقلياً تعني أن الفرد المعوّق بحاجة إلى مساعدة في أكثر مهاراته وسلوكياته الحيوية (الحياتية)، ولا تختص الدول النامية بهذه الظاهرة، بل إننا نجد 54 مليون نسمة في أمريكا من المعوّقين أي ما نسبتهم 20% من مجموع السكان، وهي تتوزع إلى إصابات نمائية، أمراض عقلية، إصابات دماغية وإلتهابات في المفاصل، ووجد في أمريكا وحدها 14 مليوناً يتوزعون الإعاقات السمعية والبصرية واللغوية.
وهذا كله يدلنا على إن هذه الظاهرة موجودة وبكثافة في المجتمعات المتقدمة وتُزاد النسب في المجتمعات النامية أو المتخلفة، ولعل غياب الإحصائيات الدقيقة في الدول النامية والمتخلفة يخفي وراءه أرقاماً ونسباً عالية جداً، وذلك لأن طريقة الحياة والزواج والتقدم الصحي والكشف المبكر كلها عوامل تساعد على الزيادة أو النقص في نسب الأفراد المعوّقين.
