يبدأ هذا البحث بمسح لأهم التجارب الناجحة في مكافحة الفساد والإستفادة منها في دراسة واقع الدول العربية النفطية؛ فيحاول كشف واقع البيئة المؤسسية في الدول العربية النفطية بأبعادها المختلفة لتوضيح خضوع هذه البيئة المؤسسية للنُّخب الحاكمة التي ليس للمجتمع فيها أي مشاركة فاعلة في إدارة القرار الثروة، الأمر الذي جعلها بيئةَ حاضنةَ للفساد ومعطّلة للتنمية، ثم ينتقل الكتاب إلى عرض رؤية أكثر تفصيلاً لواقع هذه الدول، وهي الرؤية القطاعية لكشف مكامن الفساد الجزئية التي لا يمكن معرفتها عبر تأمل المؤسسات وحدها وطرق علاجهما.
بعد ذلك، يحاول المؤلف تلمس طريق الإصلاح في السنوات القادمة عبر مدخلين رئيسين يكمّل أحدهما الآخر، وهما: المؤسسات والقيم، أو الرقابتان الخارجية والداخلية.
يتكوَّن الكتاب من مقدمة وأربعة أقسام وخاتمة: القسم الأول هو عبارة عن مسحٍ شاملٍ للأدبيات النظرية والتطبيقية حول موضوع الفساد من حيث المفهوم والأسباب والقياس والآثار، والقسم الثاني يركّز على البُعْد المؤسسي للفساد وذلك بتحليل الإقتصاد السياسي، والبيئة المؤسسية للدول النفطية، أما القسم الثالث فيغوص في بعض التفاصيل من خلال تحليل قطاعي لظاهرة الفساد، وذلك من أجل تعميق فهمنا لهذه الظاهرة.
وأخيراً القسم الرابع ويتعلق بالحديث عن منطلقات الإصلاح في هذه المجتمعات خلال السنوات القادمة، أما الخاتمة فتستجمع خواطر عامة حول موضوع الكتاب.
