أتراها مشكلة من مشكلات البلدان النامية؟ كلاً، ولا بحال من الأحوال، ففي فهرس الرشوة عن هذا العام، وهو الفهرس الذي تحرره منظمة الشفافية العالمية في كل عام، تحتل ألمانيا المنزلة الدنيا من الميدان الأوسط بين الدول الأوربية، على أن الصورة لا تبدو أفضل في حال دافعي الرشوة: ففي المراتب العالمية في الكارتيلات تعد الرشوة أصلاً من أصول الفروسية، بل لقد كانت الرشوة حتى عهد قريب قابلة للخصم من حساب الضريبة.
بيتر آيغن يصف في هذا الكتاب، الأثر المخرب الفتاك، للفساد، ولكنه يبين أيضاً، على الوجه الصحيح تماماً، كيف يستطيع المجتمع المدني أن يتصدى لهذا الشر المستطير، وبفعل منظمته الشفافية العالمية يكون قد أعلن الحرب على الفساد ولقد فعل ذلك بنجاح كبير، ففي نحو مئة بلد هناك في هذه الأثناء تجمعات وطنية من المنظمة العالمية للشفافية.
