تم تقسيم هذا الكتاب إلى بنود وعناصر على خلاف تبويب الكتب إلى فصول ومباحث، وقد أوردنا الكثير من مواد وأحكام وقواعد القانون الدولي من اتفاقيات وقرارات دولية بنصها حتى لا يظن البعض أن هذه المذكرة تفسير خاطئ أو رأي جانبه الصواب، وتركنا النصوص تتحدث عن نفسها.
